Portare a compimento questo progetto era importante soprattutto per ridare importanza a quelle aree cosiddette a fallimento di mercato, dove nessun privato avrebbe fatto investimenti sulla rete così ingenti. Da oggi un borgo ha la stessa connettività di una grande metropoli, e così si permette di includere scuole, uffici, abitazioni, tutta la vita digitale.".Oltre ai piccoli borghi e ai comuni più isolati oggetto del piano BUL, Open Fiber è presente con rete FTTH a Campobasso, Isernia e Termoli con un investimento privato di 8,3 milioni di euro e un totale di 47 mila case connesse.
