Lo Stato veniva asservito a un partito armato che si faceva regime, con la complicità della Monarchia.Giacomo Matteotti, segretario del Partito Socialista Unitario, impegnato com’era per il riscatto dei ceti più poveri, apparteneva al gruppo di coloro che sapevano come le libertà dello Stato liberale dovevano sapersi tradurre in effettivi diritti per tutti gli italiani. Il suo antifascismo poggiava su questa visione, opponendosi alle violenze esercitate contro i lavoratori dalle azioni squadriste.
