Il documento del governo parte dalla mappatura delle coste italiane svolta da Palazzo Chigi, secondo cui solo il 33% dei litorali sarebbe occupato da imprese balneari allontanando pertanto il principio della “scarsità di risorsa” previsto dalla direttiva Bolkestein per effettuare le gare delle concessioni. É la risposta che il governo italiano ha dato al parere motivato inviato il 16 novembre 2023 con la richiesta formale di conformarsi al diritto dell'Ue.
