A contendersi lo scranno più alto di Palazzo Silone a L'Aquila sono il governatore uscente, Marco Marsilio, sostenuto da tutto il centrodestra (FdI, Lega, FI, Noi Moderati, UdC e Democrazia Cristiana con Rotondi e la lista civica Marsilio Presidente) e lo sfidante, Luciano D'Amico, appoggiato da una coalizione di centrosinistra (Pd, M5s, Azione, Alleanza Verdi e Sinistra con Democrazia Solidale, Italia Viva, Psi, +Europa e la lista civica Abruzzo Insieme). Lo spoglio avverrà in notturna, inizierà subito dopo il termine del voto. L'affluenza sarà rilevata alle 12, alle 19 e alla chiusura dei seggi.Il Consiglio regionale è composto da 31 membri, con sette consiglieri per le circoscrizioni dell'Aquila, Teramo, Pescara, e otto consiglieri per Chieti. Non è consentito il voto disgiunto: sarà considerata nulla la scheda con il voto per un candidato presidente e per una lista diversa da quelle a lui collegate. Si possono esprimere una o due preferenze per i candidati a consigliere della lista prescelta. In caso di voto con due preferenze queste devono essere di genere diverso (per una donna e per un uomo, ma sempre della stessa lista); in caso contrario la seconda preferenza è nulla e resta valida solo la prima.Diventa presidente della Regione il candidato governatore che ottiene il maggior numero di preferenze valide.
