Era nato in un campo profughi di Gaza, da genitori fuggiti dalla città di Asqalan dopo la creazione dello Stato di Israele nel 1948. Dal 2019 viveva a Doha, in Qatar (che gli aveva dato l'asilo politico), e in questi giorni si trovava a Teheran per partecipare alla cerimonia di insediamento del presidente iraniano Masoud Pezeshkian. Da giovane aveva studiato all'istituto al-Azhar e si era laureato in letteratura araba all'Università islamica di Gaza. Nel 1983 aderì al Blocco Studentesco Islamico, considerato un precursore di Hamas. Ha scalato i ranghi del movimento diventando stretto collaboratore del co-fondatore, il defunto sceicco Ahmed Yassin. Haniyeh è stato in carcere in Israele a seguito delle manifestazioni di protesta nel 1987 e nel 1988. Nel 1992 è stato nuovamente arrestato e deportato assieme ad altri nel sud del Libano, tornando poi a Gaza.Inoltre è sfuggito a vari attentati. Nel 1993 è tornato a Gaza diventando preside nell'Università Islamica. La sua carriera politica lo ha visto occupare il ruolo di Primo ministro dell'Autorità nazionale palestinese dal 2006 al 2007. A causa delle forti tensioni interne - tra Abu Mazen e Hamas - fu quindi incaricato di costituire un governo di unità nazionale che però ebbe vita breve e si concluse con la presa della striscia di Gaza da parte di Hamas.
