A pochi giorni dall'approvazione del decreto carceri, l'europarlamentare Caterina Chinnici ha fatto visita all'istituto penale per i minorenni Malaspina di Palermo. Ad accompagnarla la direttrice dell'istituto penale minorile Clara Pangaro, il comandante di reparto e dirigente aggiunto di polizia penitenziaria Corrado Pintaldi e alcuni operatori tra cui educatori e psicologi."L'istituto Malaspina di Palermo è una realtà che conosco molto bene - racconta l'europarlamentare - Qui in Sicilia ho ricoperto il ruolo di Procuratore della Repubblica presso il Tribunale per i Minorenni di Caltanissetta e, successivamente, presso il Tribunale per i Minorenni di Palermo. Ancora una volta, ho trovato una bellissima struttura nella quale c'è cura e c'è attenzione per i minori e per il loro percorso di recupero e reinserimento nella società. All'interno della struttura penitenziaria è presente una piscina molto spaziosa dedicata solo ed esclusivamente ai ragazzi, inoltre si svolgono tantissime attività come sport, giardinaggio, teatro e corsi di cucina. È una realtà di eccellenza che vale la pena prendere come esempio a livello nazionale e non solo"."La mia visita - spiega Chinnici - nasce anche dall'idea di portare a livello europeo non soltanto l'esperienza ma anche un contributo volto a migliorare la legislazione che riguarda i minori. Nel 2018 sono stata relatore della prima direttiva sulla tutela dei minori indagati e imputati nel processo penale e ho lavorato a tanti altri aspetti della tutela dei minori. Sarà mio compito lavorare in Europa ad ulteriori norme e tutele per i minori, in primis il tema dei minori online e il tema della violenza sui minori e fra i minori".E sul sovraffollamento carcerario dice: "È un tema che non riguarda solo le strutture per adulti, ma anche gli istituti penali minorili, pur se in misura di gran lunga inferiore. In Italia abbiamo 17 istituti penali per i minorenni e il sovraffollamento si registra in 7 strutture. È quindi un fenomeno più limitato, ma che dobbiamo comunque affrontare dotando gli istituti minorili del personale professionalmente adeguato per supportare il percorso detentivo dei ragazzi"."Inoltre, per evitare quei momenti di ribellione e tensione che talvolta si vengono a creare all'interno delle carceri, così come avvenuto recentemente a Torino e Milano, è necessario ricordare che la funzione della detenzione non è soltanto quella di far scontare una pena, ma di attivare un percorso di recupero e di rieducazione finalizzato al reinserimento nella collettività.
