(Adnkronos) - Garantire al Ministero delle Infrastrutture e dei Trasporti un ruolo centrale nelle strategie necessarie per la messa a terra degli interventi di sostegno alla decarbonizzazione del trasporto marittimo. Lo chiedono in una nota congiunta Alis, Ancip, Angopi, Assarmatori, Assiterminal, Assocostieri, Assoporti, Assorimorchiatori, Confitarma, Fedepiloti, Federagenti, Federimorchiatori e Uniport, associazioni rappresentative dell’intero cluster marittimo e portuale del Paese. La bozza di decreto legislativo che andrà a recepire in Italia la Direttiva europea che ha modificato, dopo oltre vent’anni, il sistema per lo scambio di quote di emissioni dei gas a effetto serra nell'Unione, con l’inserimento del trasporto marittimo appunto nel regime Ets, non tiene, ad avviso unanime delle associazioni, adeguatamente conto della necessità di mantenere al Dicastero di Porta Pia le prerogative volte alla definizione delle politiche marittime. Ciò anche facendo valere le profonde competenze maturate nell’oramai ventennale attuazione delle azioni di sostegno alle Autostrade del Mare (oltre che alla intermodalità ferro-mare) e della recente esperienza del più importante schema di aiuto al rinnovo delle flotte maturato in Europa. Nelle audizioni parlamentari che si sono tenute nelle scorse settimane presso la Camera dei Deputati e nei contributi scritti depositati alla Camera e al Senato, tutti gli stakeholder hanno evidenziato, con preoccupazione, una sostanziale assenza del Mit al tavolo di concertazione ove i ministeri competenti procedono all’assegnazione delle risorse generate dall’Eu-Ets. Né, ancora più allarmante, è prevista una ripartizione di fondi a favore del Mit, ripartizione che è rimasta semplicemente di competenza del Ministero dell’Ambiente e della Sicurezza Energetica e del Ministero delle Imprese e del Made in Italy. Come è noto, nel settore marittimo, il regime Ets dovrebbe essere destinato a sostenere la decarbonizzazione attraverso gli interventi di supporto al consumo di carburanti alternativi, il sostegno al Sea Modal Shift e il rinnovo delle flotte e degli impianti portuali. La prima area di intervento appare ricadere nelle competenze del Mase che possiede tutte le necessarie conoscenze tecniche. Al contrario, le restanti azioni previste dalla norma europea soggiacciono, senza dubbio, alla definizione di idonee politiche marittime nella filiera del trasporto, attribuite al Mit che si avvale di indubbie competenze maturate anche nel costante dialogo con tutti gli stakeholders. L’assenza di un attore consapevole delle dinamiche di questo delicato settore e la mancanza di fondi dedicati a sua disposizione rischia di ridurre significativamente l’efficienza delle azioni attese dal mercato e dalla società. In questo contesto, le Associazioni auspicano che i componenti delle Commissioni permanenti 8ª, 4ª e 5ª del Senato e VIII, XIV e V della Camera dei Deputati, chiamate a fornire al Consiglio dei Ministri entro il prossimo 30 luglio il loro autorevole parere sulla bozza di Decreto Legislativo, possano evidenziare al Governo la necessità di emendare il testo di tale bozza onde garantire gli strumenti necessari per far sì che vi sia una adeguata corrispondenza fra quanto generato in termini finanziari dal trasporto marittimo e quanto effettivamente messo a disposizione, nel medesimo settore, in termini di risorse necessarie per sostenere le misure previste dall’Unione.
