Ne consegue che, datele linee guida della commissione tecnica della Protezionecivile, la torre ed il blocco di ancoraggio sono inedificabili.Anche il 'franco navigabile', misurato in condizioni 'comode',potrebbe non rispondere a una specifica di progetto. Per nonparlare delle prove sui cavi, della costruibilità dei caviaccoppiati, della mancanza di stima dei giorni di chiusura delponte per i venti, degli improbabili "scenari controfattuali"dell'analisi costi benefici".Invece del ponte conclude: "Troppi punti oscuri, troppeincompiutezze illegittimamente e illogicamente rinviate alprogetto esecutivo rischiano di rendere fasulla una eventualeapprovazione dell'attuale progetto come "definitivo".
