Aveva studiato nelle scuole dall'UNWRA, laureato in lingua e letteratura araba presso l'Università islamica di Gaza, sposato e padre di 13 figli. Era stato più volte arrestato da Israele, deportato in Libano; da anni viveva in Qatar. La sua figura era considerata fra i volti meno estremisti di Hamas; ha avuto, e aveva tuttora, un ruolo centrale nelle negoziazioni per un cessate il fuoco a Gaza, partecipando anche di persona agli incontri con le delegazioni israeliane.
