(askanews) - In seguito alle novità normative introdotte dal recente Decreto Legislativo 19/2024, e in linea con gli obiettivi PNRR di contrasto al lavoro nero e irregolare, l'INPS ha progettato uno specifico percorso formativo per la Vigilanza che, tra i mesi di settembre e dicembre 2024, coinvolgerà tutte le figure professionali operanti a vario titolo nell'attività ispettiva.Questa esigenza scaturisce dall'impulso dato dal Consiglio d'Amministrazione guidato dal Presidente *Gabriele Fava*, sul ruolo degli ispettori; ruolo rafforzato dal nuovo "Piano sulla Vigilanza" che prevede - più che una funzione meramente repressiva - un'azione sempre più orientata a un ruolo consulenziale e di affiancamento alle imprese.La finalità è quella di valorizzare - nell'ambito dell'attività di vigilanza - l'analisi della compliance dei comportamenti aziendali e quindi i controlli ex-ante e concomitanti, e al tempo stesso di rendere più efficaci i controlli ex-post, attraverso un'intelligence potenziata grazie alle nuove banche dati istituite dal Governo e trasversali alle diverse Pubbliche amministrazioni. In questo modo sarà possibile coniugare la lotta al lavoro irregolare e ai comportamenti fraudolenti con la necessaria collaborazione con il tessuto produttivo sano e che vuole crescere competendo a livello nazionale e globale, in condizioni di certezza normativa e di concorrenza leale tra gli operatori economici.Questo primo corso formativo si colloca nell'ambito di un più ampio progetto di rafforzamento della Vigilanza ispettiva che prevede per l'INPS la possibilità - a breve - di procedere all'assunzione di nuovi ispettori di vigilanza, con il conseguente venir meno della precedente disposizione normativa che prevedeva l'esaurimento del ruolo.Attualmente l'INPS ha in organico 786 ispettori e, dal primo gennaio 2025 - secondo le decisioni di Parlamento e Governo - ne potrà assumere altri 403.Quindi il nuovo scenario sta restituendo - in questo ambito - piena centralità strategica all'azione dell'Istituto, creando anche le condizioni per un forte rilancio di tutte quelle attività tese al supporto operativo e procedurale della vigilanza ispettiva.I nuovi corsi di formazione - sia in presenza che online - puntano a uniformare le attività ispettive e ad adattarle alle nuove dinamiche economiche e normative.L'indirizzo strategico e l'obiettivo di questa iniziativa sono quelli di dar luogo a una progressiva istituzionalizzazione di una vera e propria "formazione permanente"(contestualizzata e pragmatica) del personale ispettivo dell'Istituto, al fine di rendere le competenze di queste figure professionali sempre in linea con le dinamiche del mondo dell'economia reale, l'evoluzione della giurisprudenza e le novità sia normative che procedurali. di Askanews   09-08-2024 - 14:45 Link copiato Commenti Leggi la Netiquette
