parametri di luce e aria indispensabili alla salubrità dell’ambiente e al benessere delle persone che vi abitano. Per stabilire i livelli adeguati di circolazione dell’aria e illuminazione di un’abitazione interviene il rapporto aeroilluminante che definisce la quantità di luce solare e di aria che entrano in un vano in relazione alla superficie pavimentata del vano stesso. In definitiva, dunque, il rapporto aeroilluminante rappresenta un fattore fondamentale per stabilire l’agibilità e l’abitabilità di un immobile. L’importanza del rapporto aeroilluminante serve a garantire un corretto riciclo d’aria, a ridurre la formazione di vapor acqueo e la concentrazione di anidride carbonica e altri elementi inquinanti. Senza dimenticare l’aspetto di efficienza energetica: un appartamento con scarsa illuminazione, ad esempio, necessita di maggiore impiego di energia elettrica per la luce artificiale. L’indice aeroilluminante è dato dal rapporto tra la superficie finestrata totale e la superficie pavimentata utile. Tale rapporto, per legge, deve essere sempre maggiore di 0,125 ovvero di 1/8, come da Decreto Ministeriale del 05/07/1975 che all’art. 5 indica: “Tutti i locali degli alloggi, eccettuati quelli dedicati ai servizi igienici, disimpegni, corridoi, vani-scala, ripostigli, devono usufruire di illuminazione naturale diretta, adeguata alla destinazione d’uso”. Secondo quanto stabilito, ogni locale deve avere una finestra il cui fattore di luce diurno medio non inferiore al 2%, o comunque la superficie vetrata apribile non dovrà essere inferiore a 1/8 rispetto alla superficie del pavimento. In deroga a quanto stabilito dal DM di cui sopra, le norme regionali o locali possono innalzare il limite del rapporto aeroilluminante tra 1/10 e 1/16 per sottotetti e mansarde, fino a 1/24 in casi particolari di attività produttive, commerciali, negozi o uffici. Il rapporto aeroilluminante è stata una delle variabili oggetto di discussione del testo del Decreto-legge 69/2024 noto come Salva Casa che, tra l’altro, introduce la possibilità di ridurre i requisiti di abitabilità sia in termini di superficie complessiva (da 28 a 20 mq per i monolocali, da 38 a 28 mq per i bilocali), che di altezza interna minima (da 2,70 a 2.40 m).
