d'attesa,che entra in vigore a partire da oggi.Partono dunque le misure volute dal Governo per contrastareil fenomeno. Tra queste, anche la più discussa: l'istituzione diun organismo di verifica e controllo sull'assistenza sanitariache avrà la facoltà di valutare l'attività delle singolestrutture sanitarie, anche avvalendosi dei Nas. Resta comunquealla Regioni la responsabilità del rispetto dell'efficienza dierogazioni dei servizi sanitari. A questo scopo, entro 60 giornile Regioni dovranno istituire una Unità dedicata (l'Unitàcentrale di gestione dell'assistenza sanitaria e dei tempi edelle liste di attesa), che dovrà individuare, entro 90 giorni,un Responsabile unico regionale per l'assistenza sanitaria(Ruas). Qualora le Regioni non individuino questa figura nei tempiprevisti o si verificheranno ripetute inadempienze, l'Organismodi controllo nazionale potrà intervenire con poteri sostitutivi.Si incrementa del 5% l'attuale tetto di spesa per tutto il 2024.Dal 2025, con uno o più decreti del Ministro della salute, diconcerto con il Ministro dell'economia e delle finanze, previaintesa con la Conferenza Stato Regioni, sarà adottata unametodologia per definire il fabbisogno di personale. Le Regionianche su questi aumenti avevano espresso preoccupazione rispettoalle coperture finanziarie.Tra le misure previste dalla legge, anche l'istituzione dellaPiattaforma nazionale per le liste d'attesa presso Agenas. Lanuova piattaforma dovrà far dialogare le piattaforme regionali:entro 60 giorni saranno varate le linee guida che dovrannodefinire i criteri di realizzazione e di funzionamento. Lapiattaforma consentirà non solo di avere per la prima volta unquadro completo sulle liste d'attesa in Italia, ma permetterà adAgenas di svolgere funzioni di controllo sulle agende e diintervenire nei confronti delle Regioni in caso di anomalie.Al via anche l'istituzione di un Cup unico regionale oinfraregionale per la prenotazione delle prestazioni. In essoconfluiranno le disponibilità sia delle strutture pubbliche siadi quelle private convenzionate. Per queste ultime, la pienainteroperabilità del proprio sistema di prenotazione con il Cup,diventa uno degli elementi di valutazione nelle procedure dirilascio dell'accreditamento.
