Con questo documento viene inserita anche una norma pertutelare gli orfani di padre e di madre e la sperimentazionefondamentale del 'fattore famiglia', un parametro che superal'Isee e permette di valutare i carichi familiari affinché lerisposte siano più consone alle rinnovate esigenze".Gli esponenti del Pd, "opponendosi strenuamenteall'approvazione della proposta di legge 'sulla famiglia', cosìcome approvata in commissione, fanno appello oggi allamaggioranza consiliare perché non vada, in maniera unilaterale,alla modificazione di un Testo unico regionale, quello inmateria di sanità e servizi sociali, che rappresenta ancora oggiun asse portante dell'impianto normativo, amministrativo eculturale della nostra comunità regionale".
