(Adnkronos Salute) - Pubblicata in Gazzetta ufficiale la legge di conversione del decreto 'liste d'attesa' che entra quindi in vigore a partire da oggi. Nella legge, che si pone come obiettivo di 'tagliare' le lunghe attese per esami e visite nel sistema sanitario nazionale, è indicata l'istituzione presso l'Agenas (Agenzia nazionale per i servizi sanitari regionali) - autorizzata conseguentemente al trattamento dei dati personali - della Piattaforma nazionale delle liste di attesa che è finalizzata a realizzare l'interoperabilità con le piattaforme per le liste di attesa relative a ciascuna Regione e Provincia autonoma, realizzando uno strumento di cui si avvale anche il ministero della Salute. Un 'faro' puntato sulle aree dove maggiori sono i bisogni e necessità dei cittadini per intervenire nei tempi giusti. Al fine di rafforzare le attività di controllo del Sistema nazionale di verifica e controllo sull'assistenza sanitaria (Siveas), la legge istituisce presso il ministero della Salute l'Organismo di verifica e controllo sull'assistenza sanitaria, destinato a operare alle dirette dipendenze del ministro della Salute che svolge tutte le funzioni già attribuite al sistema. La creazione di questo organismo aveva suscitato non poche polemiche da parte delle Regioni che si erano messe di traverso e avevano dato parere negativo al decreto liste d'attesa. Il nodo erano le misure sui controlli e le sanzioni contro gli abusi e le inefficienze nella gestione delle liste, che dopo l'iter parlamentare alla fine sono tornate in capo alle Regioni, mentre il ministero della Salute potrà intervenire con poteri sostitutivi in caso di ritardi e inadempienze regionali. La legge dispone poi il potenziamento dell'offerta assistenziale, estendendo le visite mediche e specialistiche anche al sabato e alla domenica, con possibile prolungamento della fascia oraria. I Cup, i Centri unici di prenotazione, dovranno avere in agenda tutte le prestazioni offerte da pubblico e privato convenzionato, e viene previsto anche un sistema per garantire al cittadino tempi certi per le prestazioni mediante ricorso a intramoenia o privato. Viene inoltre definito il superamento dei tetti di spesa per l'assuzione di personale sanitario a partire dal 2025. Il comma 1 dell'articolo 5 della legge evidenzia che "sono incrementati annualmente a livello regionale, nell'ambito del livello di finanziamento del fabbisogno sanitario nazionale standard cui concorre lo Stato, del 10% dell'incremento del fondo sanitario regionale rispetto all'esercizio precedente e, su richiesta della Regione, di un ulteriore importo sino al 5% del predetto incremento, per un importo complessivo fino al 15% del medesimo incremento del Fondo sanitario regionale rispetto all'esercizio precedente". Sul fronte carenza del personale del Servizio sanitario nazionale, il comma 2 dell'articolo 5 della legge di conversione del decreto liste d'attesa prevede che, "a decorrere dall'anno 2025", ci sia "la definizione di una metodologia per la definizione del fabbisogno di personale degli enti del Ssn, ai fini della determinazione della spesa per il personale delle aziende e degli enti del Ssn delle Regioni, nell'ambito del livello del finanziamento del fabbisogno sanitario nazionale standard cui concorre lo Stato e fermo restando il rispetto dell'equilibrio economico e finanziario del Servizio sanitario regionale". La legge prevede la programmazione dell'assunzione di dirigenti sanitari da parte delle aziende ospedaliero-universitarie, mediante ricorso a contratti di lavoro a tempo determinato con personale medico o sanitario laureato, da assumere con le modalità previste per il corrispondente personale del Servizio sanitario nazionale. L'articolo 6 (Ulteriori misure per il potenziamento dell'offerta assistenziale e il rafforzamento dei Dipartimenti di Salute mentale), prevede un rafforzamento dei servizi erogati da questi dipartimenti, con "la sperimentazione dei progetti terapeutico-riabilitativi personalizzati", con "la sperimentazione dei modelli organizzativi e dei percorsi diagnostico terapeutici assistenziali specifici per i consultori familiari", e "lo sviluppo di metodologie e strumenti per l'integrazione e l'aggiornamento continuo delle liste anagrafiche degli inviti ai test di screening per individuare e includere negli stessi anche la popolazione in condizione di vulnerabilità socio-economica". di Adnkronos   01-08-2024 - 13:44 Link copiato Commenti Leggi la Netiquette
