le alluvioni in Emilia Romagna giusto un anno fa esatto, si ripete il copione di sempre. Grida d’allarme, mobilitazione, promessa di fondi e di interventi, e poi il silenzio. Le “dimenticanze” del governo di destra vanno contro ogni logica. Al massimo si mette in agenda un limitato assistenzialismo, mentre servirebbe un impegno serio e strutturato ◆ Il corsivetto di VITTORIO EMILIANI► Sembra passato in seconda o terza fila il dissesto idrogeologico che pure ad ogni pioggia più forte cŕea allagamenti, alluvioni, fa smottare l’Appennino, interrompe strade essenziali, allaga campi coltivati, fabbriche, aziende agricole e zootecniche avanzate, per non parlare dell’ortofrutta fiorente in tutta la Padania, sommerge le risaie e altro ancora. Eppure nell’agenda del governo centrale tutto questo compare a fatica, in modo parziale e insufficiente. Nonostante sia uno dei grandi temi del Paese e uno dei pochi a mobilitare i giovani. Una nuova edizione degli “angeli del fango” del 1966.Eppure le ricette per intervenire nell’immediato, nel breve e nel medio-lungo periodo sono ormai note e approfondite. Le Regioni del Centro Nord sanno cosa fare, così come i Comuni colpiti e le associazioni ambientaliste e protezioniste. E allora perché non scattano i meccanismi di una possibile coesione programmatica? Perché il governo di centrodestra non ha fra i propri obiettivi la cura e il risanamento del territorio e schiva l’idea di leggi urbanistiche rigorose, diffida dell’associazionismo ambientale o ne respinge i presupposti essenziali. Si sorvolano in aereo le zone alluvionate, e poi? E poi il nulla. O, al più, un assistenzialismo fatto di spiccioli. Al quale bisogna saper contrapporre l’organicità degli studi idrogeologici e idroviari.
