Risorsa Idrica, Massimo Sertori, la determinazione del Deflusso Ecologico in Lombardia.L'approvazione giunge al termine di un lungo lavoro svolto in stretta collaborazione tra 4 assessorati regionali (Risorsa Idrica, Agricoltura, Ambiente e Territorio), Ersaf ed Arpa.Già dal 2009 tutte le derivazioni sui corsi d'acqua rilasciano il Deflusso Minimo Vitale (DMV), cioè la quantità di acqua che consente al fiume di vivere; inizia ora in Lombardia il percorso che le porterà al rilascio del Deflusso Ecologico (DE)."Il Deflusso Ecologico - spiega l'assessore Sertori - si differenzia dal Deflusso Minimo Vitale per il suo approccio che definirei sartoriale. Non solo deve consentire al fiume di vivere, ma anche di vivere bene. Il valore di DE cambia quindi da fiume a fiume, a seconda delle specifiche necessità di ogni corso d'acqua, e cambia anche da stagione a stagione".Il Deflusso Ecologico si calcola attraverso la moltiplicazione del DMV per alcuni "fattori correttivi". Proprio tali fattori sono l'oggetto della delibera approvata dalla Giunta regionale, insieme a un set di regole per applicarli."Gli sforzi di Regione Lombardia - prosegue Sertori - mirano da sempre a trovare un equilibrio tra i principi di tutela ambientale e le necessità di utilizzo della risorsa idrica".La definizione del DE è stata quindi oggetto di una fase di consultazione pubblica. "Abbiamo messo a disposizione degli stakeholders tutti i nostri risultati, e valutata ogni osservazione pervenuta - prosegue Sertori -. "Purtroppo, la grave crisi idrica del 2022-23 aveva interrotto questo processo, ora giunto finalmente al termine".Il Deflusso Ecologico si applicherà dal 1° settembre 2024 per le nuove derivazioni e i rinnovi; è inoltre prevista, entro quest'anno, la definizione delle modalità con cui le derivazioni esistenti dovranno adeguarsi al rilascio del DE entro le scadenze recentemente fissate dallo Stato con il Decreto legge 63/2024 (31 dicembre 2026).
