E' indispensabile un riequilibrio interno:"Pensate davvero che si fa un esercito europeo con la Germaniache ha un bilancio che è due volte e mezzo quello francese e laFrancia che dispone dell'arma nucleare e del diritto di vetonelle Nazioni unite, dunque uno che comanda e l'altro chepaga?", si è chiesto.
