confronto pubblico, nell’articolo “Energia e transizione verde in Sardegna: dall’assalto alla diligenza alla programmazione dei bisogni” pubblicato qui martedì 6 agosto, Enzo Strazzera affronta uno dei temi strategici per la costruzione razionale del futuro partendo dai dati oggettivi del consumo, della produzione attuale e delle richieste di installazione di impianti. Emerge un quadro non solo complesso ma evidentemente evolutivo, nel quale l’evoluzione non è costituita da variabili indipendenti, ma sarà influenzata da decisioni strategiche interconnesse tra loro. A loro volta, gli stessi numeri totali assumono significati del tutto differenti a seconda della distribuzione tra tipologie di fonti, di accumulo, di distribuzione e di consumi. È evidente, come sostiene Strazzera, che le modalità con le quali è stata presentata l’enorme quantità di richieste – peraltro in larga parte ipotetiche in considerazione dell’incompatibilità con la vincolistica già esistente – sia del tutto incoerente con la necessità di governare secondo i bisogni collettivi e non solo del profitto. Come sottolinea Strazzera, finito il tempo delle pianificazioni rigide, in un mondo di repentini e spesso imprevedibili cambiamenti, al di là di pressappochistiche proposte o di demagogici ukase, si impone la rapidissima costruzione di un sistema informatico di monitoraggio, previsione e decisione, senza mai dimenticare quanto sia importante il ricorso alla massima differenziazione delle tipologie produttive (uno sguardo alla tabella di Strazzera evidenzia quanto poco sia stato fatto in questo senso).
