Il ras fascista era un seguace di Farinacci, il più duro nel sostenere la tesi della violenza permanente. All’indomani del discorso del segretario del Partito socialista unitario alla Camera il 30 maggio 1924 − il discorso che gli costerà la vita −, è a Foschi che Mussolini si rivolge per regolare i conti con l’opposizione. I fascisti romani circonderanno il parlamento, bastoneranno e offenderanno i parlamentari mentre escono da Montecitorio per intimidirli e isolare Matteotti.È sempre Foschi ad inneggiare ad Amerigo Dumini, squadrista toscano, truce assassino del socialista Renato Lazzeri e di sua madre, sequestratore del deputato repubblicano Ulderico Mazzolani, a capo del primo nucleo di esecutori della Ceka, la polizia segreta destinata alla repressione antifascista. Contro il francobollo celebrativo la segreteria provinciale dell’Anpi di Ferrara ha emesso il comunicato stampa che segue: «Poste Italiane ha emesso un francobollo dedicato a Italo Foschi, militante fascista, organizzatore dello squadrismo a Roma, fedele a Mussolini fino alla Repubblica di Salò, quando l’Italia subiva gli eccidi delle brigate nere e delle SS naziste, noto anche per essersi congratulato con Amerigo Dumini, scrivendogli che era un eroe per l’assassinio di Giacomo Matteotti, uomo libero e coraggioso ucciso da squadristi fascisti per le sue idee. Mentre pertantoin questi giorni ricordiamo l’assassinio di Giacomo Matteotti ad opera delle squadre fasciste, Il governo del nostro Paese omaggia negli stessi giorni, con un francobollo, chi ha condiviso quel brutale assassinio.Condanniamo questo grave vergognosa provocazione.
