"Al contrario - rileva - non potendo palesemente esserci una'utopistica redistribuzione mondiale' residua, al suo posto, unadiscrezionale 'scelta sociale' del Paese nell'attuare la misuraa fini, si auspicherebbe, non politicamente 'punitivi ' maredistributivi interni ed ovviamente in modo preponderante perquegli Stati che necessitino - come ad esempio il Brasile - diinterventi sociali su vasta scala per attenuare le rilevantisperequazioni sociali".L'esperto di economia suggerisce quindi di "agire chiedendo,pro-attivamente, un maggiore reinvestimento nel Paese dilocalizzazione, in funzione di conversione della maggioretassazione; anche per i super ricchi, tema assolutamente disovranità Statale, si potrebbe richiedere una maggiorepartecipazione ad attività nell'economia reale, non diventando'repellenti' per le grandi ricchezze individuali ma al tempostesso evitando una totale immobilizzazione di patrimoni epredisponendo delle ricadute positive sui territori".E conclude "prima di avere la pretesa di voler affrontare alivello mondiale tematiche chiaramente non realizzabilicollettivamente, incidendole magari in memorandum chepreservino, a futura memoria, le buone intenzioni in ordinesparso, si dovrebbe iniziare, Stato per Stato, a creare sistemifiscali interni - agendo in primis verso i rispettivisuper-ricchi nazionali - più equi e dar prova che giàinternamente si da luogo a redistribuzione, con il 'coraggiosovrano' di attingere anche a persone che all'interno delproprio Paese, per la loro 'potenza economica', potrebbero avereuna qualche influenza elettorale".
